Ukrainian Citizens with Academic Titles Now Have the Option to Voluntarily Renounce Them

In a significant policy alteration, citizens of Ukraine holding academic titles are now granted the opportunity to voluntarily give up such distinctions. According to information released on the government portal, individuals wishing to relinquish their academic titles can do so by submitting a request in any form, accompanied by a notarized signature, to the Ministry of Education and Science.

This decision comes as part of an approval by the Cabinet of Ministers, which includes amendments to several regulations concerning the training and certification of scientific and pedagogical personnel. The ministry has also clarified that applications may be submitted electronically using a qualified electronic signature.

Once the Ministry of Education receives the application, it is mandated to annul the individual’s academic title within ten working days. The accompanying certificate will be rendered invalid, with an official order subsequently published on the Ministry’s website. The policy ensures that if a person voluntarily renounces their academic title, the ministry will act promptly to reflect this change.

It is important to note that beginning in the upcoming academic year, admission to postgraduate programs will be determined through competitive examinations. Applicants will be required to present results from the Unified Entrance Examinations, which will assess general educational competence and proficiency in a foreign language of the applicant’s choice. Language options for the exam include English, French, German, and Spanish.
