The government of Ukraine has presented a new draft law to the Verkhovna Rada, which proposes changes to several legislative acts regulating district heating. This initiative includes provisions on heat tariffs, as announced by a representative of the Cabinet of Ministers in the Verkhovna Rada, Taras Melnychuk.

The draft law aims to address the issue of overdue payments by enterprises in the heat, water supply, and wastewater disposal sector.

It includes amendments to the law «On Heat Supply» regarding the mechanism for forming and establishing tariffs for thermal energy. Special attention is paid to regulating tariffs for heat obtained from alternative energy sources, as well as the distribution of responsibilities between the government and local authorities in the field of district heating.

The project also involves amendments to the requirements for concluding contracts for district heating in apartment buildings.

Its goal is to establish clear rules for conducting calculations or recalculating subsidies to repay overdue payments by enterprises in the heat, water supply, and wastewater disposal sector.

The draft law also regulates relations between entities in the energy market.
